This kind of calling is known as 'crying call'. in places like public card rooms and casinos, where the persons word is binding and can be used against him, the word 'call' can be treated as a declaration of sorts. Similarly, calling and raising a certain amount in a card room is thought to be a string raise and is not permitted. Usually when a person says that he is calling, it will mean that he is calling and doing only that. He cannot perform any other action for that particular hand.
